In 2017 Russia asked for UN Blue Helmets to stop the war.

No one helped them stop the war.

In 2022 the war got much larger.

No, Russia asked for peacekeepers to serve as bodyguards for OSCE observers and wanted them limited only to the line of contact and for a short time frame. It would have done nothing to stop the war in Donbas, and that was also years before Russia decided to escalate by invading Ukraine again.

No one helped them stop the war.

If they had withdrawn their support and condemned the actions of the separatists instead of providing both material and combat support, Donbas would have blown over fairly quickly.

In 2022 the war got much larger.

Yes, because Russia decided to invade again, but with the goal of eliminating Ukraine entirely instead of just snapping up some territory.

This is not a peace plan, this is capitulation.

1. Ukraine's territory belongs to Ukraine, not Russia.
2. If Russia wants a buffer zone with Ukraine, it can have it on Russian territory
3. Russia doesn't get to dictate terms to other nation states or to defence pacts that it is not a part of.

Here's a counter proposal
1. Russia withdraws from Ukraine behind the internationally recognized 2014 borders
2. Russia pays reparations for the damages caused to Ukraine since 2014
3. Putin has to personally and individually apologise to each and every Ukrainian that has suffered any losses due to Russia's wars against Ukraine.
