I bolded the part that's the critical piece.

Neither is about making policing more effective. Both are "we'd prefer if law enforcement was busting the types of people we see ourselves to be aligned with".

No he didn't. He said he wanted to and thought we should. Thats not the same thing as going to. Hes not going to. He may send actual agents onto the field and he may replace some higher ups that should be replaced for failure to perform properly. But the the entire office isn't going to be removed. There is administrative staff such as evidence techs, HR people etc that will.remain. I'm sure some administrators will remain as well. It's not going to happen.
