For instance, here's what Ohio does for 16 year olds, they have a "probationary drivers license"


16-year-old drivers may not drive with more than one non-family passenger unless they are accompanied by a parent or guardian. Additionally, teens are not allowed to drive between the hours of midnight and 6 a.m., unless they are traveling with a parent or guardian or in an emergency.

These are known as “Cinderella” licenses, “good ‘till midnight”.

I think efforts like these aren't because people aren't fully aware that there's safety concerns with 16/17 year old kids driving due to youth and lack of experience...

I think needing to get to part time jobs is probably the large driver behind it (pun intended) so state governments weigh out the countervailing interests. As I do think there's some valid societal interest in having older teenagers doing something productive (and making a little money) vs. just sitting at home and playing video games or loitering in random places within walking distance of where they live.

For the sake of argument, I suppose one could also say that upping the driving age to 18 as a blanket rule could just potentially be kicking the inexperience can down the road by 2 years, since a brand new driver who's 18 isn't likely to be all that much better on the road than a brand new driver who's 16.

Obviously maturity plays a role, but a person with only 6 weeks of experience on the road is likely to be a "not so great" driver whether they're 16 or 21.
