Hard to believe, $55 Billion for Africa,
Over the course of 3 years. Assuming the US budget is more or less the same over those three years that works out to be only about .3% of US spending. Spread over an entire continent. We are not talking a lot of money proportionally for the US.

Eh. There are issues, but I wouldn't say we are falling apart. And the issues we have wouldn't be fixed for $18 billion a year.
I smell Obama in this one
Why? He's simply a private citizen now, if one with more influence then most.
