Do you want to explain how I'm mistaken? Because if I need to give money to a cult in order to participate in this conversation then I'm out.
You presume conversation is the goal?

Are you willing to actual discuss things with me without me having to read the article? For me to do that I need to subscribe to the Washington Times, which is owned by the Moonies. So what I said seems accurate to me.

A clue is in the title of the thread. According to the article, departments are struggling to hire; because they have been defunded.

So we get low paid police officers whom, of some, owe money to the cartels for illegally entering the country.

I'm not sure that this is the best approach to solving the crime problem, nor inhibiting the possibility of corrupt cops.

We could find the “source materials” i.e. bills/laws that have been proposed/passed and what is in them as the basis for our discussion rather than wrangling over a cultist-rag’s interpretation of events?

Did that in the thread about the Illinois law. Despite pointing out the law excludes illegal immigrants the talking point that it allows them got repeated in reply.

I done did find it, though on my device it seems that I got the LARGE PRINT VERSION so that’s what we’ve got to work with so far, to wit.

That seems to assume that the only reason somebody wouldn't want to join the police is financial, which is questionable at best.
So we get low paid police officers
According to the Bureau of Labor Statistics the average salary for police officers is actually something like $15 higher then other professions.
whom, of some, owe money to the cartels for illegally entering the country.
Every state that allows for non-citizens to be police officers require that they be authorized to work in the US. There are various categories that fall into that, but nobody who is seen as a threat to the public would count in that. And of course the battery of background tests that are required to become a police officer would weed out even more of those.

How are background checks done when no one knows who the person is?

If the person does not provided documentation of their identity they are not going to get to that point of the hiring process.

In most (if not all) states you have a right to have an officer identify himself with a name and badge number; but since illegals who have been convicted of crimes in their own country, often provide false names; what does it matter?
Good thing that illegals won't become police officers in the US. Quit trying to gaslight, as it says "non-citizens" (as in those who have immigrated her legally) not illegals.

Here is an article detailing that illegal aliens can legally become police officers.

That article also provides a link to the bill itself, the sort of thing that legitimate news sources are prone to doing.

I'm not sure you intended to say that "illegal aliens can legally become police officers" as your article -- and the law itself -- says the exact opposite. Non-Citizens can become police officers, under the law, if they have a permit to work in the United States. Illegal aliens, not being here legally, cannot get a work permit for the US.
