There are various categories that fall into that, but nobody who is seen as a threat to the public would count in that. Quit trying to gaslight, as it says "non-citizens" (as in those who have immigrated her legally) not illegals.In most (if not all) states you have a right to have an officer identify himself with a name and badge number; but since illegals who have been convicted of crimes in their own country, often provide false names; what does it matter?
