Yes, because it is not a sin. Therefore Christians can exercise their freewill and freedom bought by the blood of Jesus Christ (Galatians 5:1) to engage in that activity if they so choose. Because there is no sin involved, the issue becomes about making the wisest decision...and I believe the wisest/safest decision is to wait until marriage.

It is pretty unlikely that a couple having oral sex would resist normal sex as well, and the bible tells a lot about avoiding lusts, so even if it would be OK, then it would be really not clever to do that.
And I agree that it sounds like a bad joke.
And when it comes to oral sex in general I really don't understand how anyone enjoy it, married or unmarried. I don't know how it is like with guys, but girls have a really low PH (sour) "down there" to prevent bacterias. But if you would enjoy drinking a glass of vinegar, then it is probably great. Sorry for the information, but maybe it helps someone.
