Yes you could. With victim rates climbing and with people not reporting crimes people KNOW what's going on and we know based upon those things that the FBI stats are not an accurate representation of the reality that people face on a day to day basis. Those areas you mention are the areas that businesses are closing down in. Just cause your area is safe it my area is safe doesn't mean crime is not happening elsewhere.Lots of cities have areas that aren't safe. I live in Baltimore, which has one of the highest murder rates in the country, but my neighborhood rarely has to deal with anything more than porch pirates and minor property damage. But the existence of bad areas doesn't speak to overall trends nor whether your should feel more or less safe now than you did 5, 10, or 20 years ago.
We want all areas to be much safer. And they are not.
