Both are in play -- for those who are familiar with the Investigative Judgment.
The "added" condemnation applicable to Satan for his "added guilt" in tempting people not of his own kingdom is applicable at that time and is not "atoning" for anyone.
The Bible text says atonement is made over the scapegoat Bob.
Leviticus 16:10 but the goat on which the lot fell for azazel shall be presented alive before the Lord to make atonement over it, that it may be sent away into the wilderness to Azazel.
So by indicating that satan is the scapegoat youa are saying atonement is made over satan.
And Ellen White also indicates:
Patriarchs and Prophets
"Not until the goat had been thus sent away did the people regard themselves as freed from the burden of their sins. Every man was to afflict his soul while the work of atonement was going forward."
Moreover, it was not just for his "added guilt" in tempting. You still have not explained the relevant statements, or given the context you said would explain them, despite me linking to them.

So His own sin of temptation, his own sin of working to the ruin of souls, is added to by "the sins of the redeemed host." You indicated satan did not bear that penalty which Jesus already bore, but that is precisely what is said there.
And this is also made clear in Spiritual Gifts volume 1:
They must prevent all they could from receiving salvation purchased for them by Jesus. By so doing Satan could still work against the government of God. Also it would be for his own interest to keep from Jesus all he could. For the sins of those who are redeemed by the blood of Christ, and overcome, at last will be rolled back upon the originator of sin, the Devil, and he will have to bear their sins, while those who do not accept salvation through Jesus will bear their own sins.
Rather than hold off tempting because it would increase his burden of guilt, under your proposed rubric, he instead doubles down, becuse if he can cause them to be lost them he won't have to bear their guilt anymore as those who are "redeemed by the blood of Christ, and overcame". If they do overcome then their sin is rolled back on him. If they don't overcome, they bear their own sin.
Which also answers your second part:

It is not returned to them by being placed on satan. They bear their own sin and are cut off for it, as those who do not avail themselve of the atonement made by the High Priest are cut off.

You have not even bothered to do what you said and go through and show how each is out of context, though I provided the links to the sources for you.
Which is fine, the statements stand, because they say what they say. And your claim of taking them out of context has in no way been demonstrated. In fact, we find a consistency across all the statements.
Per the various statements of Ellen White satan will bear:
-"the sins of the truly penitent"
-"the sins of His people"
-"the sins of all who come to Jesus"
-"the sins of the redeemed host"
-"the sins of those who are redeemed by the blood of Christ, and overcome"
And per the official website of the denomination satan will bear:
-"the sins of the righteous"
I am confident that people can read the statements for themselves. And they may freely read the entire context, linked to in this thread. And apparently the denomination is confident that people can understand Ellen White's writings, because they urge people to gift her writings regularly.
If you won't say how the statements are different than what they plainly say, I will continue to point out what they plainly say. And of course, I have read the context. And I know it doesn't change what they say.
So the reader must ask, how did I make up this Adventist teaching that is published on the denomination website?

The sanctuary contains the books of record - as those who actually study this topic in the Ellen White sources you seem to want people here to be studying. The record of sin and guilt , and debt owed is determined from those books as Rev 20 states clearly.

satan is already in the lake of fire before the judgment in Revelation 20 is conducted from the books, per Rev. 20:
10 The devil, who deceived them, was cast into the lake of fire and brimstone where the beast and the false prophet are. And they will be tormented day and night forever and ever. 11 Then I saw a great white throne and Him who sat on it, from whose face the earth and the heaven fled away. And there was found no place for them. 12 And I saw the dead, small and great, standing before [God, and books were opened. And another book was opened, which is the Book of Life. And the dead were judged according to their works, by the things which were written in the books. 13 The sea gave up the dead who were in it, and Death and Hades delivered up the dead who were in them. And they were judged, each one according to his works. 14 Then Death and Hades were cast into the lake of fire. This is the second death. 15 And anyone not found written in the Book of Life was cast into the lake of fire.
But of course, that is not the judgment you are looking for anyway in the Adventist scheme. If satan has his own sins placed on him from the sanctuary then they have to be there for the IJ. And that is ruled out by the description of the IJ.
Great Controversy, Chapter 28:
In the typical service only those who had come before God with confession and repentance, and whose sins, through the blood of the sin offering, were transferred to the sanctuary, had a part in the service of the Day of Atonement. So in the great day of final atonement and investigative judgment the only cases considered are those of the professed people of God. The judgment of the wicked is a distinct and separate work, and takes place at a later period.
So Bob, is it your proposal that satan:
a. is a professed follower of God?
b. came before God with confession and repentance, through the blood of Christ?
No, in fact, satan gets judged before.
John 12:31 Now is the judgment of this world; now the ruler of this world will be cast out.
Revelation 12:7 And war broke out in heaven: Michael and his angels fought with the dragon; and the dragon and his angels fought, 8 but they did not prevail, nor was a place found for them in heaven any longer. 9 So the great dragon was cast out, that serpent of old, called the Devil and Satan, who deceives the whole world; he was cast to the earth, and his angels were cast out with him. 10 Then I heard a loud voice saying in heaven, “Now salvation, and strength, and the kingdom of our God, and the power of His Christ have come, for the accuser of our brethren, who accused them before our God day and night, has been cast down. 11 And they overcame him by the blood of the Lamb and by the word of their testimony, and they did not love their lives to the death. 12 Therefore rejoice, O heavens, and you who dwell in them! satan already knew his time was short.
You really should have read the context of the various statements. Because Spiritual Gifts Volume 1 acknowledges this right before saying that he would redouble his efforts to tempt so that he wouldn't have to bear the sins of so many "of those who are redeemed by the blood of Christ, and overcome".

Satan did not then exult as he had done. He had hoped that he could break up the plan of salvation; but it was laid too deep. And now by Jesus’ death, he knew that he must finally die, and his kingdom be taken away and given to Jesus. He held a council with his angels. He had prevailed nothing against the Son of God, and now they must increase their efforts, and with their cunning and power turn to Jesus’ followers.
satan was already cast out. He already knew he had lost.
And of course, Ellen White doesn't have him pleading his own case in the Most Holy place. She has him in Early Writings answering prayers in the holy place for deceived Christians, and breathing out an unholy power on them, and in Great Controversy has him at the same time accusing saints in the most holy place at the investigative judgment that they hadn't thought up yet when she had him in the holy place answering prayers at the same time.
Now Bob, you still haven't addressed a number of points:
-you have not explained how satan can be interchangeable with Jesus, when lots were cast to see whether satan or Jesus would redeem sinners by blood, or explained how satan can be represented by an unblemeshed sacrificial animal. The two goats were unblemished sacrificial animals. And satan cannot be represented by such.
-the Scriptures say atonement is made on the scapegoat. But you have satan as the scapegoat. You are including satan in a work of atonement.
-You haven't explained how satan is the one who removes our sins from us when the Scriptures say Jesus does:
-You have not explained how satan represents the scapegoat when the scapegoat didn't die, but satan does. Jesus of course did act both as a sin offering for blood atonement AND continue to live to remove our sins from us.

He is the one who removes our sins:
Psalm 103:10 He has not dealt with us according to our sins,
Nor punished us according to our iniquities.
11 For as the heavens are high above the earth,
So great is His mercy toward those who fear Him;
12 As far as the east is from the west,
So far has He removed our transgressions from us.
