In the 28 Fundamental Beliefs of Seventh-day Adventists we find the actual voted beliefs of the Adventist denomination.

Belief 10 s --
In Christ's life of perfect obedience to God's will, His suffering, death, and resurrection, God provided the only means of atonement for human sin, so that those who by faith accept this atonement may have eternal life, and the whole creation may better understand the infinite and holy love of the Creator. This perfect atonement vindicates the righteousness of God's law and the graciousness of His character; for it both condemns our sin and provides for our forgiveness. The death of Christ is substitutionary and expiatory, reconciling and transforming. The resurrection of Christ proclaims God's triumph over the forces of evil, and for those who accept the atonement assures their final victory over sin and death. It declares the Lordship of Jesus Christ, before whom every knee in heaven and on earth will bow. (John 3:16; Isa. 53; 1 Peter 2:21, 22; 1 Cor. 15:3, 4, 20-22; 2 Cor. 5:14, 15, 19-21; Rom. 1:4; 3:25; 4:25; 8:3, 4; 1 John 2:2; 4:10; Col. 2:15; Phil. 2:6-11.)
Belief 4 says this

Belief 4. Son:
God the eternal Son became incarnate in Jesus Christ. Through Him all things were created, the character of God is revealed, the salvation of humanity is accomplished, and the world is judged. Forever truly God, He became also truly man, Jesus the Christ. He was conceived of the Holy Spirit and born of the virgin Mary. He lived and experienced temptation as a human being, but perfectly exemplified the righteousness and love of God. By His miracles He manifested God's power and was attested as God's promised Messiah. He suffered and died voluntarily on the cross for our sins and in our place, was raised from the dead, and ascended to minister in the heavenly sanctuary in our behalf. He will come again in glory for the final deliverance of His people and the restoration of all things. (John 1:1-3, 14; Col. 1:15-19; John 10:30; 14:9; Rom. 6:23; 2 Cor. 5:17-19; John 5:22; Luke 1:35; Phil. 2:5-11; Heb. 2:9-18; 1 Cor. 15:3, 4; Heb. 8:1, 2; John 14:1-3.)

Heb 8:1-2 "the main point" according to Paul - is that we have Christ as our High Priest seated in heaven - ministering in the Sanctuary in heaven. And in Heb 10 we find that our prayers are going "within the veil" of the sanctuary in heaven. Heb 9 reminds us that there are two veils in the sanctuary.

Seated as "priest and king" as Zech 6:1-13 reminds us.

Question about the Lev 16 scapegoat - addressed in 1957 in the book "Questions on Doctrine" -- Question 35

"We take our stand without qualification on the gospel platform that the death of Jesus Christ provides the sole propitiation for our sins (1 John 2:2; 4:10); that there is salvation through no other means or medium, and no other name by which we may be saved (Acts 4:12); and that the shed blood of Jesus Christ alone brings remission for our sins (Matt. 26: 28). That is foundational.

Further, we hold to the recognized principle that no cardinal doctrine or belief should be based primarily upon a parable or type, but upon the clear unfigurative statements of Scripture, and understood and defined in the light of explicit declarations of gospel realities. ...

In Leviticus 16, two goats entered into the service of the great day of Atonement. One, in type, made atonement for sin. The other goat, for Azazel, was not slain, but was kept alive, and hence made no atonement for anyone's sins.

The first goat represented our Lord Jesus Christ, who, on the cross, made atonement for our sins. The other goat, in antithesis, symbolized Satan, who must bear the responsibility not only for his own sins but for his part in all the sins he has caused others, both righteous and wicked, to commit. This live goat, it is to be remembered, was not slain. (Many outstanding authorities support our understanding that the live goat, or Azazel, typified Satan. See Question 34.)

==========================

The Lev 16 model of Atonement includes the "sin offering" slain (Christ the lamb of God slain from the foundation of the world). IT also includes the work of our High Priest in the sanctuary. So the full scope for the Bible definition of "atonement" is not limited to just the "atoning sacrifice for our sins and not for our sins only but for the sins of the whole world" 1 John 2:2 NIV - full and complete at the cross.

Ellen White published several statements affirming the fact that

“As the cross of Calvary, with its infinite sacrifice for the sins of men, was revealed, they saw that nothing but the merits of Christ could suffice to atone for their transgressions; this alone could reconcile man to God. With faith and humility they accepted the Lamb of God, that taketh away the sin of the world. Through the blood of Jesus they had “remission of sins that are past.” {GC 461.1}

I want to lift up my voice for Jesus and say, Whosoever believeth in Him shall not perish, but have eternal life. Go forth from the cave by faith. Look to Jesus, your helper. Behold the Lamb of God who taketh away the sins of the world. Look to your atoning Sacrifice lifted up upon the cross, the Innocent dying for the guilty. . . . {OHC 136.3}

His offering of Himself was full and ample. Nothing was wanting. It was indeed a whole and ample atonement that was made. Then why . . . indicate by words and example that Christ has died for you in vain? After the exhibitions of love that was without a parallel, you say by your words of doubt and mournful discouragement, "He does not love me. He will not forgive me. My sins are of too hard a character to be cured by the blood of Jesus. The offering is not of sufficient value to pay the debt I owe for the rescue of my soul." {OHC 136.4}

Thus from Christ cometh all our blessings. His death is an atoning sacrifice for our sins. He is the great Medium through whom we receive the mercy and favor of God. {OHC 83.5}

Do you realize your sinfulness? Do you despise sin? Then remember that the righteousness of Christ is yours if you will grasp it. Can you not see what a strong foundation is placed beneath your feet when you accept Christ? God has accepted the offering of his Son as a complete atonement for the sins of the world. {YI September 20, 1900, par. 8}

Through the untiring ministrations of the apostles to the Gentiles, the “strangers and foreigners,” who “sometimes were far off,” learned that they had been “made nigh by the blood of Christ,” and that through faith in His atoning sacrifice they might become “fellow citizens with the saints, and of the household of God.” Ephesians 2:12, 13, 19. {AA 175.1}

" As the life of Christ and the character of His mission are dwelt upon, rays of light will shine forth more distinctly at every attempt to discover truth. Each fresh search will reveal something more deeply interesting than has yet been unfolded. The subject is inexhaustible. The study of the incarnation of Christ, His atoning sacrifice and mediatorial work, will employ the mind of the diligent student as long as time shall last; and looking to heaven with its unnumbered years he will exclaim, “Great is the mystery of godliness.” {COL 133.4}

=====================
Those who reject the Gospel - pay their own debt of sin in the lake of fire - this is also true of fallen Angels such as Satan. They pay for what they have done and what they have caused others to do in opposition to the Word of God.

"(Satan) must suffer for all the evil that he has done and be punished for the sins that he has caused to be committed. GC 660.2

My NOTE inserted here: The mastermind that organizes the story robber and also his team of robbers -- must all be punished for the part they play in the crime. This is no different. One does not expiate punishment for another.
The scapegoat work in Lev 16 happens ONLY after atonement is COMPLETED via the "atoning sacrifice" of the "goat of the sin offering"

20 “When he finishes atoning for the Holy Place and the tent of meeting and the altar, he shall offer the live goat.

which is why it says "when he finishes"

"16 He shall make atonement for the Holy Place, because of the impurities of the sons of Israel and because of their unlawful acts regarding all their sins; and he shall do so for the tent of meeting which remains with them in the midst of their impurities. 17 When he goes in to make atonement in the Holy Place, no one shall be in the tent of meeting until he comes out.

So that he may make atonement for himself and for his household, and for all the assembly of Israel."

which does not include any "sin offering" work done by the scapegoat, since it never does anything as "sin offering" once it is selected.

All verses after vs 20 only deals with the "sin offering" of vs 11-15 - being consumed in fire - reminding us that it is offered up in smoke OUTSIDE the sanctuary AFTER atonement is completed in vs 20, and after the high priest removes His high priestly vestments..

Heb 9 "without the shedding of blood - no forgiveness of sins"

The "non-sin-offfering" part of the service has no subtitutionary atonement value because that part is not "an atoning sacrifice" - but it does complete the larger view of atonement - which includes the wicked that die without providing any atoning sacrifice - burnt offering benefit. They merely show how all sin is accounted for and the books of Rev 20 (and Dan 7) are then fully resolved. (The very Bible doctrine you claim to reject).
==================================

"(Satan) will be declared guilty of all the evil which he has caused them to commit. And as the scapegoat was sent away into a land not inhabited, so Satan will be banished to the desolate earth, an uninhabited and dreary wilderness.{GC88 657.3}{GC 658.1}

My NOTE: All sin offerings are slain - but the scapegoat is not a sin offering, it does not pay debt on someone else's behalf. It is not killed according to Lev 16 so as to make it clear that it is not an atoning sacrifice, not a propitiation for the guilt of another.

Lev 16 is God's summary of the Bible doctrine on Atonement - given in symbols and types

IN the model of atonement that God gives in Lev 16 - there is one animal slain as a sin offering and it is called "the goat of the sin offering".

In Leviticus all sin offerings are slain. Christ is the "lamb of God slain from the foundations of the world" according to the Bible.

But the scapegoat is not slain at all in Lev 16. Rather it is "sent away". It provides no substitutionary death on behalf of someone else. Rather it represents the final disposition of sin not atoned for in the sanctuary service which represents the Matt 7 fact that not "everyone who says Lord Lord" will enter the kingdom. It also represents the guilt of the wicked angels who are doomed to pay for their own full debt of sin including the debt they owe for tormenting/deceiving the people of God - causing sins to be committed by the saints.

Lev 16 "Day of Atonement" does not end at the point that the sin offering is slain - because the full concept of atonement in the Bible follows the work of Christ beyond what He did at the cross and includes His role as High Priest

===================

When Lev 16 uses the term "the goat of the Sin offering" it refers to the Lord's goat "alone" not the scapegoat

When the actual part of the scapegoat comes in - (in vs 21) it is only AFTER all the work of making atonement for the people, the sanctuary and the altar has been completed - via the atoning sacrifice (the blood of the goat of the sin offering" has done all the work

All sin offerings are slain - burnt offerings according to Leviticus

The scapegoat symbol does represent a sin offering, an "atoning sacrifice"

The Full Bible context for the term "Atonement" does including what the scapegoat represents (the punishment of the wicked for sin) because they pay their own debt of sin in the lake of fire

John 6 tells us "all judgment has been given over to the Son"
So it is no wonder that in the pre-advent investigated-from-books-in-heaven judgment of Dan 7 we find this -- "one like the Son of Man" going into the judgment event of Dan 7:9-10.

That same little-horn persecution of the saints seen in Dan 7 - is also found in Dan 8. Only the solution of the judgment in Dan 7 that must conclude before Christ and the saints take over on Earth - is called "the cleansing of the sanctuary" in Dan 8. Same solution but described by its different aspects between the two chapters.

Delicate Subject! May I ask if you are looking out for our SDA brethren, or if you are SDA (Scratch that question, I checked out your profile)? I have very specific questions on this matter in regards to witness. I am small c catholic. May I ask them to you?

Lev 16 - where the Atoning Sacrifice (blood of THE sin offering - the Lord's goat - makes atonement BEFORE vs 21

15 “Then he shall slaughter the goat of the sin offering, which is for the people, and bring its blood inside the veil and do with its blood as he did with the blood of the bull, and sprinkle it on the atoning cover and in front of the atoning cover. 16 He shall make atonement for the Holy Place, because of the impurities of the sons of Israel and because of their unlawful acts regarding all their sins; and he shall do so for the tent of meeting which remains with them in the midst of their impurities. 17 When he goes in to make atonement in the Holy Place, no one shall be in the tent of meeting until he comes out, so that he may make atonement for himself and for his household, and for all the assembly of Israel. 18 Then he shall go out to the altar that is before the Lord and make atonement for it; he shall take some of the blood from the bull and some of the blood from the goat, and put it on the horns of the altar on all sides. 19 With his finger he shall sprinkle some of the blood on it seven times and cleanse it, and consecrate it from the impurities of the sons of Israel.

In this example I am just making the claim that I can read. But am also curious as to how it is you oppose that section of the chapter

I can't find a Bible scholar with their salt that refuses to admit that the atoning sacrifice work of the actual sin offering - is fully complete by vs 20 in Leviticus chapter 16.

Meanwhile --

"The unanimous conclusion of Seventh-day Adventist scholars has been that the scapegoat, or Azazel, represented Satan. The many reasons for this conclusion are discussed rather extensively by the early SDA writers. ( See Uriah Smith, The Sanctuary [Battle Creek, Mich., 1877], p. 308; J. H. Waggoner, The Atonement [Oakland, Calif., 1884], p. 232.) Inasmuch as the atonement for the sanctuary was already completed before the confessed sins were transferred, in figure, to the scapegoat ( Lev. 16:20 , 21 ), they concluded that Christ must therefore have completed the work of atonement before Satan—the antitypical scapegoat—could suffer the fate reserved for him as set forth in Rev. 20:9 , 10 . The identification of the scapegoat also involved the meaning of the word “Azazel” ( ibid. , pp. 234–237). On this point many non-Adventist scholars, such as Jenks, Spencer, Charles Beecher, and Matthew Henry, were quoted extensively. It was pointed out that both the Hebrews and the early Christians considered Azazel as the name of the devil, or a demon, and that the Syriac Azzail paralleled this usage."

Lev 16;
20 “And when he has made an end of atoning for the Holy Place, the tabernacle of meeting, and the altar, he shall bring the live goat. (NKJV)

Text says it is THE END ... but some will reject that text and say you say it is not.

(Heb 9) "without the shedding of blood - NO FORGIVENESS of sins"

only the "Goat of the sin offering" SLAIN as a sin offering - was used to make an END of Atonement. The priest never goes back in to the sanctuary after that point.

how irrefutable.

Leviticus 16:23-24 23 “Then Aaron shall come into the tent of meeting and shall take off the linen garments that he put on when he went into the Holy Place and shall leave them there. 24 And he shall bathe his body in water in a holy place and put on his garments and come out and offer his burnt offering and the burnt offering of the people and make atonement for himself and for the people.

The ONLY thing "offered" in vs 23-24 is "burnt offerings" -- ie no "Scapegoat offered" at all in vs 23-24 and the offerings it references are the ones slain in vs 11-15. All of vs 23-24 is done outside of the sanctuary

===== Keep in mind the difference between the atoning sacrifice work -- vs scapegoat work in Lev 16 ========

They merely show how all sin is accounted for and the books of Rev 20 (and Dan 7) are then fully resolved.

now it is "instructive" that though
1. everyone admits to the truth of Heb 9 "Without the shedding of blood there is no forgiveness of sins"
2. and everyone admits that the scapegoat in Lev 16 (Day of Atonement) is not a sin offering nor "the goat of the sin offering" in vs 15
3. and even though we can all see that the atonement work of High Priest (in his attire as High Priest) "has completed" in vs 20
4. and even though everyone agrees no action is taken using the scapegoat until after vs 20

Still efforts will be made to try and get the scapegoat to turn into a sin offering, atoning sacrifice for sins etc if people do not pay attention to the details in the text.

"without the shedding of blood - no forgiveness of sins." Heb 9

Numbers 25 points to another aspect of atonement -- one without an "atoning sacrifice" -- one where
the punishment of the wicked - makes atonement for saints.

Num 25:
6 Then behold, one of the sons of Israel came and brought to his relatives a Midianite woman, in the sight of Moses and in the sight of the whole congregation of the sons of Israel, while they were weeping at the entrance of the tent of meeting. 7 When Phinehas the son of Eleazar, the son of Aaron the priest, saw it, he rose up from the midst of the congregation and took a spear in his hand, 8 and he went after the man of Israel into the inner room of the tent and pierced both of them, the man of Israel and the woman, through the abdomen. So the plague on the sons of Israel was brought to a halt. 9 But those who died from the plague were twenty-four thousand in number.

10 Then the Lord spoke to Moses, saying, 11 “Phinehas the son of Eleazar, the son of Aaron the priest, has averted My wrath from the sons of Israel in that he was jealous with My jealousy among them, so that I did not destroy the sons of Israel in My jealousy. 12 Therefore say, ‘Behold, I am giving him My covenant of peace; 13 and it shall be for him and for his descendants after him, a covenant of a permanent priesthood, because he was jealous for his God and made atonement for the sons of Israel.’”

=============== Remember - All that "burnt offering" discussion in vs 23 - is NOT the scapegoat

Since that part is "burnt offering" -- which is a sin offering -- it is not the scapegoat.

Since the burnt offering for the priest is identified as the bull that is sacrificed -- it too is not the scapegoat

All sin offerings - are burnt, are slain, are dealt with just as a burnt offering as we see in Lev 4

Lev 4:
3 “ ‘Suppose it is the anointed priest who sins. And suppose he brings guilt on the people. Then he must bring a young bull to the Lord. It must not have any flaws. He must bring it as a sin offering for the sin he has committed. 4 He must bring the bull to the entrance to the tent of meeting in the sight of the Lord. He must place his hand on its head. He must kill it there in the sight of the Lord. 5 Then the anointed priest must take some of the bull’s blood. He must carry it into the tent of meeting. 6 He must dip his finger into the blood. He must sprinkle some of it seven times in the sight of the Lord. He must do it in front of the curtain of the Most Holy Room. 7 Then the priest must put some of the blood on the horns of the altar for burning incense. The horns stick out from the upper four corners of the altar. The incense burned on that altar has a sweet smell. The altar stands in front of the Lord in the tent of meeting. The priest must pour out the rest of the bull’s blood at the bottom of the altar for burnt offerings. That altar stands at the entrance to the tent. 8 He must remove all the fat from the bull for the sin offering. It includes the fat that is connected to the inside parts. 9 It includes both kidneys with the fat on them next to the lower back muscles. It also includes the long part of the liver. He must remove all of it together with the kidneys. 10 He must remove it in the same way the fat is removed from an ox sacrificed as a friendship offering. Then the priest must burn all of it on the altar for burnt offerings. 11 But the bull’s hide must be taken away

The one who "touches" the scapegoat must wash as if they had come in contact with the UNCLEAN since that is what it represents.

Recall- the scapegoat in Lev 16 -- is not a sin offering at all.

Lev 16:
26 The one who released the goat as the scapegoat shall wash his clothes and bathe his body with water; then afterward he shall come into the camp

The "tradition" that they setup around this - was to ensure that the unclean scapegoat could not possibly wander back into the camp.

Ezek 18 shows exactly how all that they have done by way of being a saved saint prior to turning away from salvation 'is not remembered' --

Ezek 18 -
24 “But when a righteous person turns away from his righteousness, commits injustice and does according to all the abominations that the wicked person does, will he live? All his righteous deeds which he has done will not be remembered for his treachery which he has committed and his sin which he has committed; for them he will die

So it can only be addressed "in symbol" such as the non-sin-offering, non-substitutionary atonement - "Scapegoat" so unclean that it makes the one who touches it - to be unclean according to Lev 16.

As we all know it is utter nonsense to suggest that every single person in the camp that was at all insincere during the year's events - was making "sure" to be in open rebellion ON the very day of Atonement.

Eph 1:7 In Him we have redemption through His blood, the forgiveness of sins, according to the riches of His grace.

hence the "sin offering" the "goat of the sin offering" and the administration of blood in the sanctuary "where Christ is seated as High Priest" Heb 8:1-4

Not at all the non-sin-offering scapegoat.

Ezek 28 points out that Satan was sinless in his creation as Lucifer -- then later sinned.

the Scapegoat in Lev 16 and the Lord's goat in Lev 18 on the "Day of atonement" are in a spotless condition at the start.

Later we find that the one who touches the scapegoat must wash -- because it is polluted.
This is not the case with other animals - just with the scapegoat and burnt offerings, sin offerings etc.

But the scapegoat is not slain at all - it becomes polluted as sin is assigned to it but not paid by it. IT is not a sin offering, it provides no substitutionary atoning blood sacrifice "without the shedding of blood - no remission of sins" Heb 9.

Ezek 28:
14 “You were the anointed cherub who covers;
I established you;
You were on the holy mountain of God;
You walked back and forth in the midst of fiery stones.
15 You were perfect in your ways from the day you were created,
Till iniquity was found in you.

16 “By the abundance of your trading
You became filled with violence within,
And you sinned;
Therefore I cast you as a profane thing
Out of the mountain of God;
