If I ruled the world,
First I would concentrate on my home America. I would make America, Canada, and Greenland join to become one giant country so that we could pool our wealth and abilities to solve the problems that we as countries face. We would set aside huge tracts of land for a wisely utilized national forest system allowing multiple uses such as logging, hiking, fishing, hunting, etc. We would also stop being the worlds police force, we shouldn't meddle in the affairs of other countries.
Next I would turn my attention to South America and Mexico. I would divide it into 3 countries, modern Mexico being one, the northern half of south america being 2, and the southern half being 3. This would allow the respective legislators from each country to focus specifically on what their country needs. The amazon rainforest would again be set aside as a large multi-use international forest.
Europe would become unified while Russia and the far east would be split not on political boundaries but on cultural boundries. China would become capitalist and it would be joined with the other far east pacific rim countries and indochina. Africa would be divided into North and South and Australia would remain it's own island nation.
The middle east would finally see peace with Jerusalem being set as a world religious center. There would be no official religion because even though I'm a Christian I do not believe in forcing one's religion on another man.
After segmenting the world up each segment would select 10 people to represent them in a unicameral legislature in Geneva. One judge would also be selected from each country, by the people to represent them, in the World court in The Hague. These judges will serve a life term unless they are recalled by the people that elected them. Other smaller courts based on the American judicial system would be set up around the world. These courts would use a singe set of laws handed down from the world legislature.
Some of the laws set down would include. Mandatory eduction to the level of 12th grade. A system of higher education schools would also be set up, including the traditional university as well as high class trade schools to teach the vital skills of industry. The setting up of a world-wide national forest system. The requirement to cut steel use by 50% thereby reducing it's pollution. This would be replaced by wood, the one truly renewable natural resource we have (you'd be amazed what we can do with wood now, can you tell I'm a wood science & forest products major
). Fossil fuels would be replaced by hydrogen fuel cells, solar power, wind power, and water power. An international currency would be developed. Citizens of the world would have the right to a trial by their peers, they would be innocent until proven guilty and they would have lawyers appointed to defend them if they so need. They would also be guarenteed the right to bear small arms including automatic weapons. The automatic weapons would be well regulated just like they are in the United States. An international version of the US National Instant Check System for firearm sales would be implemented, and crime commited with a firearm would be life in prison without parole. A small multinational police force would be stationed in Geneva to ensure safety of the legislature, there would also be sattelite police stations around the world.
