What do you consider the 'High Court'?
The Sanhedrin at the temple, where the cases too difficult for the lower courts were decided.
Deut 17:8 If there arise a matter too hard for thee in judgment, between blood and blood, between plea and plea, and between stroke and stroke, being matters of controversy within thy gates: then shalt thou arise, and get thee up into the place which the LORD thy God shall choose;
9 And thou shalt
come unto the priests the Levites, and unto the judge that shall be in those days, and enquire; and they shall shew thee the sentence of judgment:
Of course the priests were also authoritative in the lower courts as well.
De 21:5 And
the priests the sons of Levi shall come near; for them the LORD thy God hath chosen to minister unto him, and to bless in the name of the LORD; and
by their word shall every controversy and every stroke be tried:
8 ¶ And of Levi he said, Let thy Thummim and thy Urim be with thy holy one, whom thou didst prove at Massah, and with whom thou didst strive at the waters of Meribah;
Deuteronomy 21:5 Is literally by their MOUTH. Which is the same word used in all the scriptures concerning the decisions in the court. Mouth is what? ORAL.
9 Who said unto his father and to his mother, I have not seen him; neither did he acknowledge his brethren, nor knew his own children: for they have observed thy word, and kept thy covenant.

They shall teach Jacob thy judgments, and Israel thy law: they shall put incense before thee, and whole burnt sacrifice upon thine altar.
Notice that it is the connection between their being priests ministering at the altar being chosen for this position in the court.
This is liturgical statement here being made about the traditions of the Pharisees imposed on their disciples
Mt 23:4 For they bind heavy burdens and grievous to be borne, and lay them on men’s shoulders; but they themselves will not move them with one of their fingers.
Pharisaical enactments and or violations had no place with regards to the removal of sin, in defilement or cleansing like the priests did. Pronouncing clean unclean etc.

Le 14:27 And the priest shall sprinkle with his right
finger some of the oil that is in his left hand seven times before the LORD:
Le 16:14 And he shall take of the blood of the bullock, and sprinkle it with his
finger upon the mercy seat eastward; and before the mercy seat shall he sprinkle of the blood with his finger seven times.
Le 16:19 And he shall sprinkle of the blood upon it with his
finger seven times, and cleanse it, and hallow it from the uncleanness of the children of Israel.

finger, and sprinkle of her blood directly before the tabernacle of the congregation seven times:
