Joseph said to his brothers in Genesis 45:

6 "For two years now there has been famine in the land, and for the next five years there will be no plowing and reaping. 7 But God sent me ahead of you to preserve for you a remnant on earth and to save your lives by a great deliverance. So then, it was not you who sent me here, but God. He made me father to Pharaoh, lord of his entire household and ruler of all Egypt."
This was an example of Hebraic limited negatives and Co-Reality.

Both were true.

After the death of Jacob, Joseph said to his brothers in Gen 50:

19 “Do not fear, for am I in the place of God? 20As for you, you meant evil against me, but God meant it for good, to bring it about that many people should be kept alive, as they are today. 21 So do not fear; I will provide for you and your little ones.” Thus he comforted them and spoke kindly to them.
Who sent Joseph to Egypt?

From the horizontal perspective, his brothers did it out of evil. Vertically, God did it out of good. Both were true.
