The point Paul is making in Philippians 3 has to do with those who were known as "Judaizers". That is why he says "beware of the false circumcision". They were those who wanted Christian Gentile believers to be circumcised observing the Old Covenant.
It goes back to Acts 15:1:
Some men came down from Judea and began teaching the brethren, “Unless you are circumcised according to the custom of Moses, you cannot be saved.”
We know the apostles met and concluded Gentiles did NOT need to be circumcised. However there were those who would come behind Paul to the churches he founded and teach them they needed to be circumcised. They are who Paul is calling the "false circumcision".
