Please note that there are two entities described, a "beast" and a "rider" atop.

The "beast" = 7 heads = 7 hills is probably Rome, capital of the pagan empire which persecuted Christians.

The "rider" = sinful woman of "Babylon" = Jerusalem were the Lord was crucified (Rev 11)
Do you think that two cities are needed? Why not Jerusalem where the Lord was crucified and where seven hills are present and seven kings five past one current and one to come with an eighth to come after that? Mind you, I am not wedded to any city on Earth as the city mentioned, it may be a symbol of something not on Earth. But the passage is interesting and it is good to see what others say.

Well, great question! Yes. Two entities face two separate Judgements.

First the "rider", "Babylon" = Jerusalem is Judged (Rev 18) = 70 AD destruction of Jerusalem.

Afterwards, after approximately 10 Biblical hours (10 horns x 1 hour per horn), the "Beast" = pagan Roman empire is Judged (Rev 19). Sin is excised and Christ assumes rulership in righteousness for a thousand years (Rev 20).

In Revelation there is a city on seven hills.
When I saw her I marvelled greatly. But the angel said to me, "Why marvel? I will tell you the mystery of the woman, and of the beast with seven heads and ten horns that carries her. The beast that you saw was, and is not, and is to ascend from the bottomless pit and go to perdition; and the dwellers on earth whose names have not been written in the book of life from the foundation of the world, will marvel to behold the beast, because it was and is not and is to come. This calls for a mind with wisdom: the seven heads are seven mountains on which the woman is seated; they are also seven kings, five of whom have fallen, one is, the other has not yet come, and when he comes he must remain only a little while. As for the beast that was and is not, it is an eighth but it belongs to the seven, and it goes to perdition. And the ten horns that you saw are ten kings who have not yet received royal power, but they are to receive authority as kings for one hour, together with the beast. Some say the city is Rome which is and was famous for its seven hills and some say it is Constantinople which was also built on seven hills (in deliberate imitation of Rome) and some find other cities as the city described in Revelation. Is the passage about an Earthly city that people can find on a map?

I would argue that the woman who sits on the beast is earthly city of Jerusalem

The woman is the great city and the great city is where Jesus was crucified
revelation 17:18 The woman you saw is the great city that rules over the kings of the earth.”
Revelation 11:8 bodies will lie in the public square of the great city—which is figuratively called Sodom and Egypt—where also their Lord was crucified
Jerusalem was destroyed by Rome
Revelation 17:16 They will bring her to ruin and leave her naked; they will eat her flesh and burn her with fire. For God has put it into their hearts to accomplish his purpose by agreeing to hand over to the beast their royal authority, until God’s words are fulfilled.
Luke 21:20 When you see Jerusalem being surrounded by armies, you will know that its desolation is near
Jerusalem was to be punished for the blood shed of the saints
Revelation 18:24 In her was found the blood of prophets and of God’s holy people, of all who have been slaughtered on the earth.”
Matthew 23:35-36 And so upon you will come all the righteous blood that has been shed on earth, from the blood of righteous Abel to the blood of Zechariah son of Berekiah, whom you murdered between the temple and the altar. Truly I tell you, all this will come on this generation.

Jerusalem is not known for seven hills. Upon what are you basing this? It is known for 2 mountains, Zion and Moriah. When reference is made to Jerusalem, that is what is referred to, and 'seven hills' here is dubious at best. What are its seven hills? Do you include Temple Mount or other groups called mountains in this?

The city of the Seven Hills is a known metaphor to refer to Rome though. It is the equivalent of calling New York the Five Burroughs or the Big Apple.
The only reason to apply it to Jerusalem is attempted eisegesis. That the meaning somehow applies to Rome is fairly plain, as it is using a well-known nickname of the place.

It's a religion, hidden in culture that dominates societies. It's a symbol of Matriarchy expressed in the pagan belief that the creative power of God is fertility. The ancients considered the power of fertility the highest power. A power they sacrificed to for the crops they plant and the children they produce. It is the worship that includes sexual intercourse and temple prostitutes and child sacrifice.because she holds the power of fertility therefore considered the generative force in reproduction. The woman is queen on her throne because she is believed to be the generative power of reproduction. She will never mourn because she has many children and is no widow, meaning she has a husband. The mother of harlots emerged from original sin. A signature of the mother of harlots is she has all the blood of the prophets and all the blood ever shed on earth on her hands. When Cain killed Abel his blood was all the blood ever shed on earth. So this woman on the seven hills emerged from Eve's maternity that produced Cain. She said when he was born " I have got me a man with the help of God" She obviously believes that the power to create man is hers and God is her helper. This spirit permeates our culture. We don't worship the power of fertility the same way but our worship of the power of fertility has been increasing for generations. Our culture is dominated by sex in every way. Our humanity is measured by it and seeks ultimate fulfillment in it. It is at the root of our moral decay. It will eventually be enabled and we'll have our way. The worship of the fertility god will bring the conditions like noah's time. When that becomes fixed on earth as it is moving towards being a global culture, man will be fit to judge.

Jerusalem is the only city that fits because it is the city that murdered the prophets, murdered the apostles with the help of Rome, murdered the saints with the help of Rome, and murdered Messiah Yeshua with the help of Rome. Jerusalem sits on seven hills and is antichristian: it is Mystery Babylon.
