On the 5th day, did God make birds out of water, air, or earth?

In the 2nd account of creation, Genesis 2:
19a So the LORD God formed out of the ground every wild animal and every bird of the sky
Let proposition P1 = God made birds from the earth on the ground.

Now in the 1st account, Genesis 1:
20 Then God said, “Let the water swarm with living creatures, and let birds fly above the earth across the expanse of the sky.” 21So God created the large sea-creatures and every living creature that moves and swarms in the water, according to their kinds. He also created every winged bird according to its kind. And God saw that it was good. 22So God blessed them, “Be fruitful, multiply, and fill the waters of the seas, and let the birds multiply on the earth.” 23Evening came and then morning: the fifth day.
There is nothing in the 1st account that contradicts P1. I think P1 is true.

Genesis 1:20 KJV says "Let the waters bring forth abundantly," the waters of Revelation 17:15. It is just part of the plan.

Oh, our problem is that you are not using the King James Version Bible, no wonder the confusion. The interpretation only works with the KJV Bible. Later...
