We cannot stop every form of lust but we do not have to assist it either!
A man (or woman) may lust after the opposite sex no matter what. But let's be honest, a man is more visually stimulated and will often be much more tempted to lust after a woman who is dressed scantily than one who is modestly dressed!
Adam and Eve were "afraid because they were naked." They were unaware of their nakedness until they sinned! Their first instinct was to cover themselves!
God had every opportunity to say to them, "Don't be ashamed of your bodies - continue to be naked - there is nothing to be ashamed of."
Instead what did he do?
Also for Adam and his wife the Lord God made tunics of skin, and clothed them. Genesis 3:21
God provided animal-skin clothes for Adam and Eve (leather with fur) to protect them from the "thorns and thistles" they would encounter after being cast out of Eden, as well as cold, ferocious animals, sharp rocks, and various other hazards. If nudity was His primary concern, then spouses shouldn't see each other naked, should they? No one else was there to see them.
He also never chastised them for being naked - but He had plenty to say about disobedience!
God also wanted to establish the idea of a blood sacrifice to atone for sin. This is shown by God (later) accepting Abel's animal sacrifices, but rejecting Cain's plant sacrifices.
People who participate in non-sexual nudity lose their "excitement" about it in about 10 minutes - maybe an hour for the die-hards. They still enjoy it, but any initial sexual stimulation fades away quickly. There's much more about it to enjoy.
