Yes. The comma after "United States" is where Trump ends his lose paraphrase of what Mexico agreed to. After the comma is Trump saying what the agreement could accomplish. Syntax matters. So what is migration "through" Mexico and "into" the United States? It would be the migrants coming from countries South of Mexico. Mexico has a much smaller border and is more than capable of securing it.
Ah, "loose paraphrase", that's the ticket!

Sure. Halting 45% of the illegal immigrants south of the Mexican border would free up the U.S. Border patrol to effectively CLOSE THE BORDER and open drug cartel hunting season.

Yes. It is called criminal convictions for drug use and possession. Perhaps another solution to the drug problem is just incarcerate all drug users. If we cannot eliminate the supply, why not eliminate the demand through mass incarceration? Is that what you are going for? It doesn't sound very kind and loving though.

But why not do both and have open season cartel hunting and mass convictions of drug addicts?

We already have one of the very highest incarceration rates in the world (American Samoa, Turkmenistan, Rwanda, Cuba and El Salvador beat us) but oddly enough, prisoners seem to get supplied while incarcerated.

Less destructive ignoring drug laws. Seattle is a mess with homeless drug addicts and people are leaving because it isn't safe. What on earth do you think wrecked havoc in the communities in Seattle? You cannot blame "draconian drug laws."

It means that not only the Border Control will not only be lifted of the strict restrictions that prevent them from dealing with the cartels, but drug cartels being declared to be terrorists make it legal to shoot them dead on sight. Hence, open terrorist hunting season.
