As to your point about the 'many', it sounds very much like the reading of the Mosaic covenant to the Israelites in Deut 29-32.

That was a preview of what is yet to come. As much of what happened to ancient Israel was.

The fact remains; the Daniel 9:27 agreement is not a Covenant as we know it, but a treaty between two human parties. God is not involved.
