I’m sure there will be Catholic Churches there. I was in Belgium, in Bruges, and went to the Cathedral there.
I did a quick search of MassTimes.org and they have plenty of Catholic Churches in the Netherlands to pick from. With research in advance you might find a rock solid parish, maybe even with English.
The cardinal archbishop of Utrecht is Wim Eijk, a good guy, an appointee from of old. I suspect that within his diocese you could find a good parish. By the way, there are eight dioceses in the Netherlands. I have, of course, heard bad things about the health of the Church there, but I don't think for a moment it is all bad. With diligence in advance you should be able to find something. Masstimes.org is a friend. So is DuckDuckGo. When I use masstimes when I travel I look for a parish where they have perpetual adoration. Those seem the better parishes. St. Gerald in downtown Utrecht for example has adoration daily until 7 PM. Probably a good parish. Oh, and languages listed on masstimes around Utrecht include Dutch, English, Latin. and Polish.
