I believe we are to try our best to live at peace with government leadership. So, for things like paying taxes, obeying speed limits, etc., we need to follow the rules. That obviously goes out the window if they start asking you to worship them/someone besides God, condone sin, etc.

1 Corinthians came to mind.

20 Let every man abide in the same calling wherein he was called.

21 Art thou called being a servant? care not for it: but if thou mayest be made free, use it rather.

Even be content as a slave.

The verse is not dealing with humans, even though these powers may influence humanity.

Paul teaching here is spiritual, not fleshly, and we contend those spiritual beings with prayer.
