I'm content with requiring an operator's license, with a written and field test that has to be renewed periodically. Along with an annual registration and insurance requirements.. so that when one commits this kind of atrocity they can be identified and (if still alive) apprehended swiftly and held accountable.

Agreed. If only there were similar laws for guns. Maybe the federal government should pass a law that requires background checks and registrations before purchasing a gun. It is ridiculous that they have not thought of that yet.
