Of course it would be a fulfillment of prophecy. The speaker is so confused. He doesn't understand the difference between theology and prophecy. He could be thrown off his balance real easily with this passage from Revelation. What temple is this? Who's temple is this?
Revelation 15:
6 And the seven angels came out of the temple, having the seven plagues, clothed in pure and white linen, and having their breasts girded with golden girdles.
7 And one of the four beasts gave unto the seven angels seven golden vials full of the wrath of God, who liveth for ever and ever.
8 And the temple was filled with smoke from the glory of God, and from his power; and no man was able to enter into the temple, till the seven plagues of the seven angels were fulfilled.

The temple the Jews are going to be build will be intended to for the praise and worship of the true God. Whether God's presence is in that building or not is irrelevant.
The speaker is in denial to reality and is trying to explain it away. Things are taking place counter to his eschatology understanding, and he is not accepting that he is wrong about a lot of things.

I ask you what is the name, referring to this verse....
Genesis 11:4 And they said, Go to, let us build us a city and a tower, whose top
may reach unto heaven; and
let us make us a name, lest we be scattered abroad upon the face of the whole earth.
You reply with some video that has no relevancy. And say - greater Israel....sheesh? Israel was not even around at the time of the tower of Babel.
