not really "sort of" but no. The static electricity built up in storm clouds is due to moving air currents which pull water droplets repeatedly past each other. Just like if you run a comb through a cat's hair (or rub a balloon in your own hair) charges build up on the outsides of raid droplets, and together build up the electrical fields that discharge into lightning.

Now, I've recently heard somewhere that scientists have yet to actually measure an electrical field large enough to satisfy current theories, and still are at a bit of a loss as to what triggers lightning, but either way, it is not caused or even noticably affected by the Earth's magnetic field as far as I know.
