Political Neutrality

So, a political neutrality can be in place, say for American Christianity and the Constitution in the 1950's: and have disappeared, for the same constituency, half a century later.

I am not talking so much about politics inside as those outside, with other nations.

Well that seems strange. Switzerland (#23 in per-capita defense spending) is usually considered neutral, whereas India (#121) rarely is.

You're saying that Switzer;land spends more on defense than India, yet India is less neutral than Switzerland!
Thats not really surprising considering that its much easier for Switzerland to remain neutral because its so many many times smaller than India! Amongst other reasons.

Switzerland has strong economically driven countries bordering it, for example - France and Germany. Now, one can hardly compare France or Germany with India's neighbour Pakistan, can we?

Pakistan, is many times inferior to the French or German economies. The Pak govt is hardly the most stable as a result.
Also, Pakistan, a country many times bigger in size than France, contains certain areas that are breeeding grounds for Islamic extremists. They don't care if they simply walk over the border to India and blow some people up in order to create terror...The Pak govt is not really reluctant either to send their naval and armed forces to the border with India if the need arises.
So, its not really surprising that India is not so neuttral as Switzerland, even though India can't afford to shell out as many dollars as America can, for example, on defense expenditure. Yet, to be fair to the average Indian, the government of India spends a little too much on defense nonetheless.

Switzerland clearly makes it self appear not neutral considering most of its military hardware comes from two nations, the US and Germany. Now if a nation wants to appear neutral, it should atleast vary its arms suppliers.

What requirements must be met for a nation to be in complete political neutrality?

Avarice, and lack of conscience.
