no, they do not appear to be

Teddy has had Timmy land upon his head and back
and had Timmy hop across the carpet to tap him on the nose as he lay there
But, I did not have the camera 'at the ready'
[same problem Tom has :)]

Not yet.....

We have also had to MOVE the two eldest of the chicks, [whites] away from the parents
Their mother has been seen to attack them repeatedly [post hatch depression]
She seems okay with the younger two_ but, we are watching closely

The two eldest are now sharing a cage with Timmy [without problem]
and seem to be feeding themselves okay....
although we haven't as yet, seen them, taking water
We have a 'dropper' just in case

In the wild... the eldest two, would now be fending for themselves
[after, just 5 weeks, since hatching]

They usually wean @ 8-10 weeks of age
Again, this is strange, and being seen now, for the very first time
[in all of my experience with budgerigars]

Charlie too [Cher's mate]
has also fallen foul of Cher's 'temper tantrums'
It would be funny, if the chicks could not be harmed by her
But, we are here
to support the survival of all four chicks
and will remove Charlie and the nestbox
just as soon as the two younger ones leave it
and, won't let Cher 'mate' again

Such 'drama' ;)
I have no experience in breeding parakeets (or any 'pet') ; just what I have observed in monitoring nesting bluebirds for the State Ornithologist.
And at that...it is not as detailed as your observations ....very interesting!
We don't have the space here to breed canaries (I'd love to!) and I have read similar facts as you state, though the breeding pairs must be kept separate because they tend to fight

We are taking this in our stride... and, are quite unflummoxed by this development, as it happens

Thankfully, I can crack seeds
and the chicks are, 'old-enough' to pick up for themselves

Yes, in the absence of a hen, the males are quite happy 'together'
Perhaps, the mother hen is thrown a wobbly by the colouration of the eldest two
They look like no chick that she has raised previously ~almost completely white, so far

In short, parakeets need no encouragement to mate
they will nest 'anywhere', even, on the floor of the cage
Providing of a nestbox helps ensure the survival of the brood
[nights are colder, presently]

Cher' is the only adult female in the house
and we have another [albeit smaller] cage for her, to occupy
just as soon as the younger chicks, can be moved-on

Hens, do squabble from time to time... that, might be hormones ;);)
but generally, they are happy to be together

Here, are a couple of pics of the latest threesome

 Shirley Sis'

I kept budgerigars, and also exhibition-sized budgerigars and cockatiels, many years ago
[in Bristol] in a purpose built shed and outdoor flight cage

From a few pairs, I expanded to over 300 birds before selling them on
prior-to, moving house and into the house that we, later purchased [mortgage]

So, I do have a 'deal' of experience, behind me
