Often, it is. The LORD (YHWH) as the father is mentioned many times in the Old Testament.

Deuteronomy 14:

1a You are the children of the LORD your God.
NIV Deuteronomy 32:

6 Is this the way you repay the LORD, you foolish and unwise people? Is he not your Father, your Creator, who made you and formed you?
Psalm 103:

13 As a father has compassion on his children,
so the LORD has compassion on those who fear him.
Jeremiah 3:

19 I said, How I would set you among my sons, and give you a pleasant land, a heritage most beautiful of all nations. And I thought you would call me, My Father, and would not turn from following me.
Isaiah 63:

16 “But you are our Father, though Abraham does not know us or Israel acknowledge us; you, LORD, are our Father, our Redeemer from of old is your name.”
The above OT verses depict YHWH as a father. They are indications that the OT LORD (YHWH) is the NT Father.

Now, Isaiah 42:

8a I am the LORD, that is My name; And My glory I will not give to another.
But then, Jesus claimed to have this glory before the world existed in John 17:

5 And now, O Father, glorify Me together with Yourself, with the glory which I had with You before the world was.
Jesus' proclamation in John 10 can harmonize the above two verses:

30 I and the Father are one.
That's a divine mystery.

There is absolutely ZERO doubt at all that the Old Testament YWHW is indeed the NT God the Father. There are multiple passages of Scripture that prove that to be true.
