12 The same day Pilate and Herod were made friends together: for before they were at enmity between themselves.

What had been the cause of their quarrel is unknown. It is commonly supposed that it was Pilate's slaying the Galileans in Jerusalem, as related in Luke 13:1-2. The occasion of their reconciliation seems to have been the civility and respect which Pilate showed to Herod in this case.
They were enemies before due to their different political agendas. However, they both agreed that Jesus should not be executed. Based on this common point against the Sanhedrin, they were on friendly terms.

After the resurrection, they worked with Jews and Gentiles in Jerusalem against the nascent church. Acts 4:

27 Indeed Herod and Pontius Pilate met together with the Gentiles and the people of Israel in this city to conspire against your holy servant Jesus, whom you anointed.
The friendship between Pilate and Herod was based on political convenience.

This is the way I understand it:

Josephus details Pilate's hatred and baiting of the Jewish people, which will be elaborated upon below. Philo claims that Sejanus was anti-semitic and planned to destroy the Jewish race completely. Though Tiberius was probably also anti-semitic, he realized after Sejanus was exposed that many of the charges brought against the Jews were fabricated by Sejanus, so in 32 CE he issued a decree throughout the Empire not to mistreat the Jews.

It is likely that Pilate was simply carrying out Sejanus' anti-semitic policy.

At first, Pilate, under Tiberius, was so antisemitic, he ...

Luke 13:1 There were present at that season some that told him of the Galilaeans, whose blood Pilate had mingled with their sacrifices.

But by the time of Jesus' crucifixion, Tiberius had stepped down and Sejanus took his place in absentia.

When Tiberius had Sejanus executed, Pilate was scared that he would be next in line, thinking his actions against the Jews was showing Tiberius that he was working for Sejanus.

So Pilate changed his stance against the Jews and did everything he could to keep Jesus from being crucified.

But when the Jews claimed ...

John 19:15 But they cried out, Away with him, away with him, crucify him. Pilate saith unto them, Shall I crucify your King? The chief priests answered, We have no king but Caesar.

... that was the "straw that broke the camel's back," and Pilate consented to Jesus' death.
