The complaint was filed by the Coolidge Regan Foundation against Hillary, the DNC, Fusion GPS, Marc Elias, Perkins Coie and Christopher Steele. All the complaints were dismissed except the one for Hillary and her treasurer and the DNC and their treasurer. They basically decided to pay the fine instead of spending more in legal costs to to clear it up.
She hired Perkins, they hired Fusion GPS and Fusion hired Steele. The FEC found there was probable cause she may have violated the rules, that legal expenses was too vague and it should have specially mentioned oppo research since that is what Fusion was doing, even though didn’t hire them directly and they don't usually list payments to subcontractors they dont hire directly. She said she listed everything properly and filed the proper reports. There is nothing to indicate she was trying to HIDE what she was paying the lawyers to do or that there would have been cause to. Oppo research is a standard campaign expense.
