It takes a hacker to know a hacker seems to be China's answer. The American strategy is one of chip innovation. So long as China does not control Taiwan this will probably ensure Western countries will remain one step ahead of them as 90% of the most advanced chips are manufactured there.

But the number of transistors that can be lithographically inscribed on silicon is approaching maximum so in the long run we need a better strategy. One involves the use of quantum computers in which exponential growth of capabilities ad infinitum appears possible although more likely results will become less and less meaningful and testable to human beings the more this technology progresses and it might not even be viable at all.

My biggest worry is that if China knows everything about individuals in Western countries then it will use this to blackmail and bribe its way to the secrets that it lacks. It has no compunctions about the misuse of user information and no GDPR laws to hold it back
