It doesn't look like freezing. I mean it looks very different to when Mitch Mcconnel froze.
It looks to me that he is reading the teleprompter and is shaking his head because he doesn't want to say what is on the prompter. And is probably waiting for the prompter to progress to a part that he wants to say.

That's what it looks like to me.
It looks to me that David Pakman wants to impress himself. He hates the President, Mr. Trump.

He's definatley on the left, but generally he reports fairly. It is hard to overcome confirmation bias though.

Without knowing the context I’ll just say there was an H1N1 pandemic during the Obama administration and the task force that was assembled to respond to that outbreak was scrapped by the Trump administration to save some money just before the Covid outbreak.

Maybe that’s what Biden was talking about.

Maybe, but then he should have been clear. No one, and I mean no one, thinks about H1N1 when they talk about "the pandemic" since 2020. Further, the White House transcript shows that he was supposed to say "recession", not "pandemic". Apparently he just got it wrong, he read the teleprompter incorrectly and was not comprehending what he was saying when he was saying it.

Or perhaps, people make mistakes some times. When up on stage and reading from teleprompters, or just even when giving speeches from practiced memory. Sometimes they mix up words.

Pay no attention when he says A, he actually means B or C.
They aren't hiding it. He is a stutter. Stuttering, dyslexia, and several other issues can all cause reading errors. Did he go on for three minutes about how he fought the great pandemic in Detroit as VP. No. He substituted one word for another. Big deal.

Which I feel is essentially the same thing as "not comprehending what he was saying when he was saying it." If one makes a mistake and goes with it completely missing the rather important mistake then one is not comprehending what one is saying when one is reading it. If one reads it wrong and then corrects it at that time then you are comprehending it whilst reading.

Well, yeah, when a person is reading from a teleprompter they are reading to get the words to speak. They aren't reading to learn anything, they aren't reading and assessing and comprehending, they are simply reading words and speaking those words.

Have you ever done public speaking yourself?

I think this is an excellent example of a person not giving grace, not behaving gracefully.

Don't like the person at the subject of the matter and hence give no grace, get overly critical and pedantic, complain about everything.
Basically, just a waste of time.

Yes, I have actually done a lot of it in the recent past, and I comprehend what I am reading because I understand what I am talking about and what my speech or presentation is about. Comprehending what you are talking about should not stop simply because you are reading something off of a teleprompter.

If it was one instance I could see that, but it’s not. There’s a problem and his supporters are just denying it.

It's mostly all I ever see here. MAGAs just endlessly complaining about Biden, every little mistake, just endlessly, even when it is quite clearly a mispoken word rather than a held belief of Biden's.

With Trump, quite often it's not a mistake, he genuinely meant what he said, even if it sounds like over the top, nonsensical slapstick. Like injecting people with disinfectant, or nuking a hurricane or shooting immigrants in the legs, or complaining about people coming in from predominantly brown skinned countries rather than white countries like Norway.

So I take it you never make mistakes, never misspeak a word. Just perfect all the way?
That must make life easy.

Trump says some idiotic things, most of your examples are exaggerated though.

I don't think so. As far as I am aware Trump has said these things, either on TV (in which case I've actually seen and heard the footage), or been recounts by Republicans in the room. They might have lied, they might have exaggerated, IDK. But if true, it's very concerning things, stuff I'd expect a home person sitting on the couch might shout out at their tv, but not what I would expect a world leader with lots of highly qualified people and resources at their disposal to say, especially not as part of a public speach.
I wouldn't mind if Trump had discussed with Task force scientists behind closed doors if disinffectant should be researched as a remedy for people that are ill with Covid, but for him to blurt this unqualified thought out on the daily Taskforce public brief is weird and dangerous.
