The Holy Spirit testifies of the new covenant - Jesus established the new covenant, the Holy Spirit imparts it to us.

Hebrews 10

Jeremiah 31:31-34 is surely useful/informative, and yet makes no mention of eternal life. (but we know).
The purpose of the OP is to lift up the promised Holy Spirit. Here's more.

The covenant is by promise to Abraham.
Galatians 3:
17 And this I say, that the law, which was four hundred and thirty years later, cannot annul
the covenant that was confirmed before by God in Christ, that it should make
the promise of no effect.
18 For if the inheritance is of the law, it is no longer of promise; but
God gave it to Abraham by promise.


Yeshua is the mediator of the covenant. The covenant is by promise.
What is that promise? Eternal Life!
What is the down payment, that we experience life in His Name? The Holy Spirit.
What are the terms that Messiah demands? Abide In That Spirit.
Romans 4:
13 For the promise that he would be the heir of the world was not to Abraham or to his seed through the law, but through the righteousness of faith.
14 For if those who are of the law are heirs, faith is made void and the promise made of no effect,
15 because the law brings about wrath; for where there is no law there is no transgression.
16 Therefore it is of faith that it might be according to grace, so that the promise might be sure to all the seed, not only to those who are of the law, but also to those who are of the faith of Abraham, who is the father of us all.

The Promise of the Father
Acts 1:
4 And being assembled together with them, He commanded them not to depart from Jerusalem, but to wait for the Promise of the Father, which, He said, you have heard from Me;
5 for John truly baptized with water, but you shall be baptized with the Holy Spirit not many days from now.
Acts 2:33. Therefore being exalted to the right hand of God, and having received from the Father the promise of the Holy Spirit, He poured out this which you now see and hear.

Galatians 3:TLV
23 Now before faith came, we were being guarded under Torah—bound together until the coming faith would be revealed.
24 Therefore the Torah became our guardian to lead us to Messiah, so that we might be made right based on trusting.
25 But now that faith has come, we are no longer under a guardian.
26 For you are all sons of God through trusting in Messiah Yeshua.
27 For all of you who were immersed in Messiah have clothed yourselves with Messiah.
28 There is neither Jew nor Greek, there is neither slave nor free, there is neither male nor female—
for you are all one in Messiah Yeshua.

I am saying that a thread on the subject of the New Covenant could use a quote of the actual New Covenant as the Bible defines it - and the Holy Spirit is the author of that... so this is not against the Holy Spirit but rather in favor of His work.

I hear you Bob. You want Jeremiah 31 included, you have done that, it is an official part of the discussion. Now I will add this:
Ezekiel 36:26. A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.
So here the prophet, by the same Spirit speaks of a new heart and a new spirit. Could this be what
Yeshua is speaking of here:
Luke 5:38. But new wine must be put into new wineskins, and both are preserved.
John 3:7. Do not marvel that I said to you, You must be born again.

Here is something that is often overlooked in the discussion of New Covenant.
Isaiah 55:3. Incline your ear, and come to Me. Hear, and your soul shall live;
And I will make an everlasting covenant with you—The sure mercies of David.
Acts 13:34. And as concerning that he raised him up from the dead, now no more
to return to corruption, he said on this wise, I will give you the sure mercies of David.
This is the basis for Hebrews 12:
5 And you have forgotten the exhortation which speaks to you as to sons:
My son, do not despise the chastening of the Lord,
Nor be discouraged when you are rebuked by Him;
6 For whom the Lord loves He chastens,
And scourges every son whom He receives.”
7 If you endure chastening, God deals with you as with sons; for what son is there whom a father does not chasten?
8 But if you are without chastening, of which all have become partakers, then you are illegitimate and not sons.
9 Furthermore, we have had human fathers who corrected us, and we paid them respect. Shall we not much more readily be in subjection to the Father of spirits and live?

The most elemental statement of our covenant with The Father is this:
2 Corinthians 6:18. And I will be a Father unto you, and ye shall be my sons and daughters,
saith the Lord Almighty.

Deuteronomy 30:6-9

For finding fault with them, he said, "Behold, the days come," says the Lord, "That I will make a new covenant with the house of Israel and with the house of Judah; Not according to the covenant that I made with their fathers, In the day that I took them by the hand to lead them out of the land of Egypt; For they didn't continue in my covenant, And I disregarded them," says the Lord. I can fully acknowledge these and many other passages, in regards to the work that the Father must
do in us in order for His purpose and desire to be fulfilled. As to a covenant, my understanding is in
the relationship that He desires to have with us. This I feel is expressed very well here:

2 Corinthians 6:18. And I will be a Father unto you, and you shall be my sons and daughters,
says the Lord Almighty.
