That doesn't say that Jesus NEVER washed his hands. It was that one occasion, ... and it was to make a point ....

And what a good setting in which to make that point! I'm not sure we know what their ritual of handwashing was, but wasn't it only a ritual and not something commanded of any but the Priests and Levites in special occasions. There is a website My Jewish Learning that gives some information. I couldn't find anything there whether the water was fresh or just repoured from a basin.

This washing was ritual, not for cleansing, hence Jesus's comments about only cleaning the inside of a vessel and not also the inside.
From wiki on Jewish ritual washing there is this:-
hand washings are nearly always accompanied with a special blessing prior to concluding the actual act of washing . Although the minimal quantity of water needed to fulfill one's religious duty is 1/4 of a log (a liquid measure of capacity equal to the bulk or volume of one and half medium-sized eggs), and must be sufficient to cover at least the middle joints of one's fingers.

Jesus was concerned with the reality of knowing God and not with superfical rites.
