Could be, especially if you take v49 alone with its reference to an "eagle", etc., but it refers most directly to Assyria and Babylon. The surrounding verses don't seem to fit what happened in the 1st Century AD (see for instance v53), but that does not mean that v49 is only referring to Assyria and Babylon.

It is possible but the Eagle mentioned could just be a symbol for power or something like that. I would say it is a symbol for the Babylonian's because they attacked way before the Romans and it wouldn't make much sense to warn them about an enemy that would come hundreds of years after another enemy destroys the land.
