Younger. Matthew 1:25 indicates that Mary and Joseph had a regular marraige after Jesus was born, and Jesus' brothers and sisters would have been the natural result of that. While Scripture is not specific on whether Joseph had a wife before Mary (who would have died) and children by her, that is an outside possibility. Not that it really matters. This Protestant believes the latter is a concoction to defend the perpetual virginity of Mary, which is niether Biblical nor nescessary for Jesus to be of divine origin - all you need is a virgin birth.

Depends who you're asking.

The usual Orthodox view is that St. James is the son of Joseph by a previous marriage -- thus, older than Jesus.

The usual Catholic view is that he's the cousin of Jesus -- no way of knowing for sure who's older or younger.

The usual Protestant view is that he's the son of Joseph and Mary -- hence, younger than Jesus. Note, however, that this is a later development in Protestantism; most of the Reformers believed in the perpetual virginity of Mary.
