Ro 2:

Paul used the term Jew in the spiritual sense which included uncircumcised believing Gentiles.

Paul continued this theme in chapter 11:

17 But if some of the branches were broken off, and you, although a wild olive shoot, were grafted in among the others and now share in the nourishing root of the olive tree,

Some of the Jewish branches were removed from the original olive tree, and some wild Gentile branches were grafted into it.

23 If they [the Jews] do not continue in their unbelief, will be grafted in, for God has the power to graft them in again. 24 For if you were cut from what is by nature a wild olive tree, and grafted, contrary to nature, into a cultivated olive tree, how much more will these, the natural branches, be grafted back into their own olive tree. 25 Lest you be wise in your own sight, I do not want you to be unaware of this mystery, brothers a partial hardening has come upon Israel, until the fullness of the Gentiles has come in.

Because of the Jews' unbelief in Jesus, a partial hardening was upon Israel.

In what way will all Israel be saved?

Some Jewish branches were broken off from the original olive tree. Some wild Gentiles branches were grafted into the original olive tree. One day, the Jewish branches will be grafted back into the original olive tree. In this way all spiritual Israel (Jews and Gentiles branches) will be saved. Furthermore:

as it is written,
“The Deliverer will come from Zion,
he will banish ungodliness from Jacob”;
27 “and this will be my covenant with them when I take away their sins.”

When the fullness of the Gentiles has come in, the Deliverer will banish ungodliness from Jacob. God will save the godly remnant of Israel.

He will preach Jesus to Israel. Then all spiritual Israel (Jews and Gentiles branches) will be saved in Christ.

What I find exciting is that as He gradually lifts the veil, we who are hungry for deeper understanding will find Jews with, perhaps prophetic, but certainly deeper than might interest the average Christian, revelations from Scripture as well as an all new way to look things.
Some may recognize this as a subject that I reported to you in the past one of my favorite interests in Scripture.

There aren't any Jews or gentiles .... we are all one in Christ. It's all about ones relationship with Christ ... not about the earthly ... it's about the heavenly. Anyone can come to Christ now and until His return.

The church are all those in Christ.

Faith is a gift (Ph 1:29, Ac 13:48, 18:26, 2 Pe 1:1, Ro 12:3).
No one believes a part from God's enabling grace.

All who die in unbelief of Jesus Christ are condemned (Jn 3:18).

Can you elaborate on Romans chapter 11.
I understand it to mean that from the time of Christ until all Gentiles who will be saved are, He hardened the hearts of the Jewish people.
Then He will open their eyes and soften their hearts and those Jews will be saved.
If this is correct, how then does God deal with all the Jews who have lived and died since?

Can you elaborate on Romans chapter 11.
I understand it to mean that from the time of Christ until all Gentiles who will be saved are, He hardened the hearts of the Jewish people.

God has hardened the heart of some Jews, not all, until the full number of the Gentiles has come in. (Ro 11:25)

"And so (thus, in this way--through a remnant) all Israel (true Israel of Ro 9:6), will be saved" (Ro 11:26), which is a remnant only (Ro 11:4-5, 12, 9:27),
and the same way all (elect) Gentiles are being saved, which is a remnant only of all Gentiles.
Only a remnant of Israel and only a remnant of Gentiles are being saved to the end of time.
All mankind, Jew and Gentile alike, is now on the same footing. . .salvation is only by faith in Jesus Christ.

All true Israel (believers in the promise, Ge 5:5, seed, Jesus Christ, Gal 3:16) and all elect Gentles are believers in Jesus Christ.
They are only a remnant of humanity, and it is only this remnant of humanity--both Jews and Gentiles--who are being saved til the end of time.

Then He will open their eyes and soften their hearts and those Jews will be saved.
If this is correct, how then does God deal with all the Jews who have lived and died since?

I guess it depends on what your thoughts are regarding what Paul wrote about the situation with the Jews having had their hearts hardened.

Also, in my mind, your comment regarding the estimated number of all human beings who will actually get saved seems off.
I don't have a picture in my mind of any kind of numbers or percentages I think will spend eternity with God, but I concider your numbers to be far from worthy of our God.
I'm not being critical or harsh. Perhaps the images your words created were exaggerated by a simple misunderstanding.
Nevertheless, I think what Jesus said and what Paul wrote makes it clear to me, as I now understand, that there will be an....exception in this case.
Paul admonished those Christians in his day not to think too highly of themselves. That God had blinded them to the Truth to their advantage. That He would make what looked wrong right.
He isn't finished with the Jews and He can and will do as He chooses.
