Proverbs 16:

33 The lot is cast into the lap,
But its every decision is from the Lord.
Saul was chosen as king by casting lot (1 Samuel 10:20-21).

The last casting of lots in the Bible happened in Acts 1:

26 they cast lots, and Matthias was selected to become an apostle with the other eleven.
As a result, Matthias replaced Judas, the betrayer. Immediately after that, the Holy Spirit appeared at Pentecost in Acts 2:

1 When the day of Pentecost came, they were all together in one place. 2 Suddenly a sound like a mighty rushing wind came from heaven and filled the whole house where they were sitting. 3 They saw tongues like flames of fire that separated and came to rest on each of them. 4 And they were all filled with the Holy Spirit and began to speak in other tongues as the Spirit enabled them.
Believers were filled with the Spirit.

Jesus promised the Paraclete in John 14:

26 the Advocate, the Holy Spirit, whom the Father will send in my name, will teach you all things and will remind you of everything I have said to you.
Casting lots is no longer necessary, Acts 13:

2 While they were worshiping the Lord and fasting, the Holy Spirit said, "Set apart for me Barnabas and Saul for the work to which I have called them."
