That verse in context Paul is telling people they need to get along -
For, brethren, ye have been called unto liberty; only use not liberty for an occasion to the flesh, but by love serve one another. For all the law is fulfilled in one word, even in this; Thou shalt love thy neighbour as thyself. But if ye bite and devour one another, take heed that ye be not consumed one of another.
(Gal 5:13-15)

But James also said:
If ye fulfil the royal law according to the scripture, Thou shalt love thy neighbour as thyself, ye do well:
(Jas 2:8)


And Yeshua said:
Therefore all things whatsoever ye would that men should do to you, do ye even so to them: for this is the law and the prophets.
(Mat 7:12)

So, what are they teaching? How is what they are saying to be understood?


If you read your quote from Yeshua in context, notice He says "the second is like unto it" -
Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind. This is the first and great commandment. And the second is like unto it, Thou shalt love thy neighbour as thyself. On these two commandments hang all the law and the prophets.
(Mat 22:37-40)


So, how is "Thou shalt love thy neighbour as thyself" like unto "Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind"?

There is no contention between the two.
Jesus said, “ ‘Love the Lord your God with all your heart and with all your soul and with all your mind.’ This is the great and first commandment. And the second is like it: 'You shall love your neighbor as yourself.'".

Jesus said this, in response to the question... "Teacher, which commandment is the greatest in the Law?"

Paul correctly said, "For the entire Law is fulfilled in in this one word: "You shall love your neighbor as yourself.""

Paul was applying the scriptures, which started with
  1. God's decree...
    Leviticus 19:18
    Do not seek revenge or bear a grudge against any of your people, but love your neighbor as yourself. I am the LORD.
  2. Jesus' confirmation...
    Matthew 7:12
    All things therefore, as many as you might desire that men should do to you, so also you do to them, for this is the law and the prophets.

At Romans 13:8, 9, Paul explains the law James refers to.
James 2:8
If indeed you keep the royal law according to the Scripture, "You shall love your neighbor as yourself," you are doing well.

In other word... the law of love - the royal law, which is the same as the law of the Christ, says, if you love your neighbor, you do not need a written code telling you 1) do not murder; 2) do not steal; 3) do not commit adultery; 4) do not covet; etc.
That law is written in your heart, because the Christian imitates Christ, and God's spirit, which Paul was focused on in Galatians 5, is at work in the Christian.

20 If someone says, “I love God,” and hates his brother, he is a liar; for he who does not love his brother whom he has seen, how can he love God whom he has not seen? 21 And this commandment we have from Him: that he who loves God must love his brother also.

Obeying the second commandment is required to obey the first.
We cannot obey the first, if we are not obeying the second.
