I think there is a level of misinformation through various channels as to the specific issue. The general run of the press reporting suggests that he was ordered (or asked) to take it down and refused. My initial reaction was simply that no one should be above the law, neither Kings nor Priests, neither Presidents nor the Rich and Fabulous. Then I came across this from the Guardian
Australia’s prime minister has labelled X’s owner, Elon Musk, an “arrogant billionaire who thinks he is above the law” as the rift deepens between Australia and the tech platform over the removal of videos of a violent stabbing in a Sydney church.

On Monday evening in an urgent last-minute federal court hearing, the court ordered a two-day injunction against X to hide posts globally containing the footage of the alleged stabbing of Bishop Mar Mari Emmanuel on 15 April. The eSafety commissioner had previously directed X to remove the posts, but X had only blocked them from access in Australia pending a legal challenge.

Anthony Albanese on Tuesday said Musk was “a bloke who’s chosen ego and showing violence over common sense”.

Australian prime minister labels Elon Musk ‘an arrogant billionaire who thinks he is above the law’
What 'X' (formerly Twitter which Musk owns) has done is to apply geopolitical blocking to the material. That means that for the average Australian access to it has been removed, and it has been effectively taken down. If you wanted to view the content on Twitter you would need to use a VPN (Virtual Private Network) set up as to disguise where you were originating the search. That is not impossible, however, for the majority of Australians, it is going to be too much effort. I am inclined to think that Musk has effectively complied with the order. Geopolitical Tags have been used to keep various search engines out of access to citizens in certain authoritarian states and filter/censor the content of material seen by people in their region. The issue of course is that the reach of these companies is vast and effective whereas the Government has sovereign authority over a geo-political region.
