who put chose what books where and where not included in The Bible

Cant say I know about the Tanakh, but the New Testiment's books were decided on by a council set together by Constatine (as we know from the writings of Josephous). There were brought together many hundreds of elledged gospels of Yeshua, and the council voted and norrowed it down to the 4 we use today, with the help of the Rauch HaKodesh (sp?) of cource ;)

Oh and its a traditional Orthodox Jewish believe that the Torah was given direct from G-d to Moshe at Sinai, both written and oral. Sorry I couldnt help you more,
