For males what does the Torah say about hair? I know that it says something about not cutting it on the sides, right? Another question I have is why do some ultra-orthodox men in Israel have those curley sideburns? What do they represent, and is it wrong to get a haircut?

:) those "curly sideburns" are called payos - they are one of the "corners" of the beard that you mentioned.

You will see that the observant men wear their hair short, but they don't cut that section of their hair.

One of the commands of HaShem is that one is forbidden to wear that which denotes, is common in or signifies the opposite sex. Thus observant men may not wear jewlery and they do not wear their hair long as such things belong to the other gender.
