In the context of a discussion thread, you may mention your website and link to it.
If you start a thread just for that announcement, it may be seen as spam. It depends on what your site is about, and what forum you put it in. In general, you should not post "announcement" threads about other web sites.
In addition, you may not add info about your website to your signature or avatar, nor speak about it constantly in threads. That would definitely be seen as spam.
So if you wish to talk about your web site, I would suggest you mention it in passing in a thread where such discussions make sense. If I had a new personal web site and were excited about it, I might mention it in a fellowship thread in the Lutheran forum, for instance, where I can share my excitement and sense of pride at my work with people I post with a lot here. But I wouldn't post an announcement thread about it, trying to "drive traffic" to my site.
I hope you see the difference.
