can someone explain to me their take on what this term means?

In the contemporary Christian sense it means to instill in others ones visions. For example, many pastors today have a vision of what their church should be, that is, they have a concept in their heart of what their church should be like and to cast that vision among the congregation would be to instill in the hearts of the members of the congregation the same vision.
