cant donate blessings too often???

i actually got this message when trying to donate blessings to someone:

Sorry, you have donated to this user too often, try again later

this is a problem..in the blessings exchange we donate to the same user OFTEN because of games..someone needs to CHANGE THIS and quickly....PLEEEEEZE
