why aren't their signature limits?
or is there a way to turn signatures off (so that you can't see other people's signatures).
some of these people's sigs are mountains of text that just get in the way....

Just turn it off in your settings.

You can also "limit signatures" if you want to see them but don't want them to take up so much room.
Under your Control Panel, choose Edit Options.
Under the "Thread Display Options" section, you can unselect "Show Signatures" to get rid of them altogether.
Or, a little farther down the page, you can select "Yes" under "Limit Signature Size in Posts". This will keep signatures, but will limit them to three or four lines. Sigs bigger than that will have a scrollbar next to them, so you can scroll to see them. Or not, as you prefer.
