Unable to report harassing guest book entry

I am trying to report Nasa1 for his THIRD harassing guest book entry, but when I click to send, I get a message that tells me Nasa1 has chosen not to receive PM's. Say what? I'm not sending a report to Nasa1! I'm trying to REPORT him! I repeated the report sequence several times just in case i was mistyping.

Thats disgraceful. I notice she has no way to contact her either. I used to get that same message at times from one person I wanted to report often but couldn't. Seems to be a bug reserved for a few.
