Size Limit for Quoted News Articles?

If I remember correctly, there used to be some rule about not quoting an entire news article. For example, I was going to quote http://www.townhall.com/columnists/JohnHawkins/2008/03/07/the_top_nine_changes_barack_obama_would_make_as_president?page=1

Is this allowed? Or, can I only quote 10% or some other percentage of the article?

Hmm, the limit used to be 20% of the article under copyright, and original source cited. I am not sure if that has changed or not.
