And if someone is once saved always saved, why does the Bible tell us that we have to repent when we commit a sin?

Let me see if I can put this in simple words.
Romans 8:29 tells us that when we meet the Lord, we will be conformed to His image perfectly.
And in fact, because we are now saved, we have been placed "in Christ" but have yet to be given our glorified body just like Jesus Christ.
now, we are saved and the Bible teaches us that there no condemnation to those who are in Christ Jesus. But the fact still remains that even though our sins from the past, present, and future are atoned for, we have to claim that atonement.
We will sin while we are in this mortal body, there is no getting around it, its just a plain old fact. However, when we sin, and we will, the Bible has even made provision for that:
"If we confess our sins, he is faithful and just to forgive us our sins, and to cleanse us from all unrighteousness. If we say that we have not sinned, we make him a liar, and his word is not in us." -1 John 1:9-10 (KJV)
This plainly tells us that God knows we will sin, even thou8gh we are saved, and provision has been made for just an occurance.
However, if we sin, and do not confess it, then on that day when we stand before our Lord Jesus Christ, any unconfessed sin that we have could cost us our reward(s):
"Every man's work shall be made manifest: for the day shall declare it, because it shall be revealed by fire; and the fire shall try every man's work of what sort it is. If any man's work abide which he hath built thereupon, he shall receive a reward. If any man's work shall be burned, he shall suffer loss: but he himself shall be saved; yet so as by fire." -1 Cor. 3:13-15 (KJV)
The story is told of a young girl who accepted Christ as her Savior and applied for membership in a local church. "Were you a sinner before you received the Lord Jesus into your Life?" inquired an old deacon. "Yes, sir," she replied. "Well, are you still a sinner?" "To tell you the truth, I feel I'm a greater sinner than ever." "Then what real change have you experienced?" "I don't quite know how to explain it," she said, "except I used to be a sinner running after sin, but now that I am saved. I'm a sinner running from sin!" she was received into the fellowship of the church, and she proved by her consistent life that she was truly converted.

As to how, who knows and who cares? I would assume that it is the power of Christ that does it. But what is important is that it will happen.
"...to be conformed to the image of his Son," -Rom. 8:29 (KJV)
Will it happen before meeting the Lord?
As to this, it happens when either we rise from the dead, or if we are still alive, it will happen when we are transformed.
"In a moment, in the twinkling of an eye, at the last trump: for the trumpet shall sound, and the dead shall be raised incorruptible, and we shall be changed. For this corruptible must put on incorruption, and this mortal must put on immortality. So when this corruptible shall have put on incorruption, and this mortal shall have put on immortality, then shall be brought to pass the saying that is written, Death is swallowed up in victory." -1 Cor. 15:52-54 (KJV)
" For the Lord himself shall descend from heaven with a shout, with the voice of the archangel, and with the trump of God: and the dead in Christ shall rise first: Then we which are alive and remain shall be caught up together with them in the clouds, to meet the Lord in the air: and so shall we ever be with the Lord." -1 Thes. 4:16-17 (KJV)
How long will this take,
In an instant. "In the twinkling of an eye" in short, before you can "blink your eye" it will have taken place.
and will it be painful to us?
Not at all!
"Beloved, now are we the sons of God, and it doth not yet appear what we shall be: but we know that, when he shall appear, we shall be like him; for we shall see him as he is." -1 John 3:2 (KJV)
