I think that potentially could answer alot questions about Shaul. He knew as well that for someone who previously had an understanding of religious things that it would take alot of time, effort and rethinking to get "in line" with Torah
Rom 7:12 Therefore the law (Torah) is holy, and the commandment (miztvah) holy and just and good!
