The key is the word exo in the original Greek, translated "outside" in the NASB and most other modern versions. It means literally "out of doors" and in this context has to be seen as those outside Jesus' chosen disciples, the Twelve. As they will carry the gospel to the world, Jesus is telling them they have been granted understanding by the Holy Spirit to hear, know, and understand in their hearts. The barriers to the gospel have been cleared for them. On the other hand, the rest who hear, even though faithful disciples outside the twelve, must be attuned to the Holy Spirit to let the word settle in their hearts. That's the way it is today, and that's the way it has always been. Those who hear, let them understand.

It means that those things you understand have been given to you by the Holy Spirit. They are gifts from God to you, His beloved child. It may feel like you have understood them by your own power, but trust me, those things have been given into you. :)

it means that not every one is offered the same information...and that not every one is supposed to get it and be saved...AT THIS(THAT) TIME....
God wants real true love and repentance...
in His Paradise, there are not going to be any Hypocrites...and right now, I think that it is safe to say that the majority of US are hypocritical in at least a few areas...we may pretend not to be...
so IMO, not all will get it in this life.....
not all will get that same chance of Grace, thus have to be forgiven etc...but rather, that God has set aside another time for them to be given the fair chance at Salvation...
IMO, that is millennial....even for the dead...that is, those who died after Christ was Risen to the right Hand of God.......the ones before got their chance already when Christ went to the other side and preached there....
Millennium....
in that time, all will get a real fair chance at Salvation, without any interference on Satan's part...at least they will learn the truth, the real truth...
and when that Millennium is at an end, the devil is released to once again test the children of God, and it is that test which shall determine who lives forever in Paradise and who Dies once and forever in the Lake of Fire...

Christ purposely wrote the Bible so not every one would understand. This is also why He spoke in Parables. Only true believers will understand truth after God saves them. God explains in Romans 9 how he loves some but not others.
Like Paul, believers after being saved by God realize how far from the truth they might have been as result of false teachings. They only come to know this because God opened their understanding. As they start to hunger for the word of God and earnestly study and pray God helps them to grow and they begin to see the enormous cohesiveness and unity of the whole Bible, realizing there really are no contradictions in it and there is only one true gospel.
Of course, those who are not really saved by God will not understand why these people have such a strong love of the bible and will often mock them and attack God’s Word because they do not understand and are not willing to believe anything that contradicts teachings from other sources. This is why God refers to His word as the sword of the spirit. If He grants understanding then that person will be saved and live forever. If the individual is not elect, he will not understand and the sword will bring death.
When Christ performed the miracles of making the blind see and the deaf hear it is much more than the physical healing God is explaining. He chose to heal those individuals like He chose His elect. He chose to grant them vision like those He saves will begin to see and understand spiritual truths or they can now hear the word of God and understand his message.
It is only by God’s mercy (Ro 9:15) and truth (accurate understanding of the gospel Gal 2:14, Eph 1:13, Col 1:5) that iniquity is purged and by the fear of the Lord men depart from evil (Proverbs 16:6). Fear of the Lord comes after God grants understanding because only then do we really know how wicked we were and just how much we deserve his wrath. Only then do we keep his commandments (1 John 2:3).

it could be to keep the superficial ones away from false salvation, they could believe they are saved, but really they aren't, then they are like Saul of Tarsus going around approving of murder thinking they are godly. we have to keep digging to learn what Jesus is saying, often even His disciples took him literally in a wrong way, like when Jesus says watch out for the yeast of the Pharisees, and they thought He was literal about their yeast for making food, but Jesus said no, and they understood He meant the yeast was really their teaching. We are sheep among wolves, so He hides some things for protection, that is my thinking. I would just encourage you to keep studying and praying about these things for yourself too.
studying a history of christian persecution also might be helpful. you can learn a lot about why christians had to keep some secrets when you learn about heavy christian persecutions and murders. www.persecution.com has some resources, like the book "Tortured for Christ."

It's not so hard to understand once one realizes that there are not four differnt men represented by the differing grounds, but just one. ;) :)

The knowledge secrets of the kingdom were given to whom, the apostles. Who gave them the knowledge? God the Father gave them the knowledge.
Flesh and blood has not reveled this but the Father which is in heaven.
Mat 13:12 For to the one who has, more will be given, and he will have an abundance, but from the one who has not, even what he has will be taken away.
The one who has “what” will more be given to the measure of abundance?
The one who has knowledge, more will be given as they are taught of God and God is a great teacher.
The one who has not knowledge, what knowledge he has will be taken away. How will it be taken away?
Mat 13:13 This is why I speak to them in parables, because seeing they do not see, and hearing they do not hear, nor do they understand.
Jesus uses the parables “this"= verse 12, taking away” to take away knowledge. Why does he do it this way, because they do not see, nor hear, nor understand.
Mat 13:14 Indeed, in their case the prophecy of Isaiah is fulfilled that says: "'You will indeed hear but never understand, and you will indeed see but never perceive.
In their case “who’s case”? The ones who do not see, hear or understand. They will NEVER understand, nor perceive.
Mat 13:15 For this people's heart has grown dull, and with their ears they can barely hear, and their eyes they have closed, lest they should see with their eyes and hear with their ears and understand with their heart and turn, and I would heal them.'
Lest they should see and hear and understand, Jesus would have to heal them in direct conflict with Isaiah, so he used parables so they could not and would not see, hear or understand.

Isa 6:13 And if there be yet a tenth in it, it also shall in turn be eaten up: as a terebinth, and as an oak, whose stock remaineth, when they are felled; so the holy seed is the stock thereof.
You will notice that Isa asked how long...
This was not some thing he was overly happy about doing.

What is man? Good and bad :
The downside; Vanity, egoism, greed, violence, lust, and so on. will be causes of not to see, hear or understand?
The good news, humility, charity, solidarity, tolerance, patience, service, FAITH AND LOVE, will be cause to see, hear and understand?
So the parables are filters for what knowledge of God, do not possess men ill
