guidelines vs. FSRs

Just wanted to point out that guidelines for this fourm have been posted as a sticky. It isn't really different from the FSRs, except that the parts about who can moderate and who can vote are gone as that was changed by the site-wide rules.

The guidelines are not complete probably, but will do for now, I think.
